Five-Hour Police Standoff Ends in Arrest of Fugitive

Montgomery County Police engaged in a five-hour standoff with a fugitive in Germantown on Friday morning, which ended in the arrest of a man wanted for violation of probation after a robbery conviction. The incident required the assistance of the MCPD Emergency Response Team.

   At about 9:45 am on July 20, members of the Montgomery County Police Fugitive Team attempted to serve a warrant at a townhouse in the 11800 block of Elderberry Drive, near Fox Chapel Elementary School in Germantown.

   The Fugitive Team spotted the subject of a warrant outside the front of the townhouse, according to 5th District Commander, Captain Mark Plazinski. “When the officers went to serve the warrant, the person who answered the door denied that the guy was in the house.”

   Plazinski said that officers had been watching the front and back of the townhouse, so they knew that he was in there. “There was also a pit bull in the house and some children. So, we slowed things down,” he said. The Emergency Response Team was called, and officers worked to get the children and the children’s caretaker out of the house. “However, they were still saying the fugitive wasn’t in the house. So, we waited him out.

   Some five hours later, at about 3:00 pm, officers fired tear gas into the “empty” house to flush out the fugitive. Moments later he exited the house and surrendered to police.

   Police arrested Terry Glenwood Chaney, age 35, from the 1300 block of N. East Street in Frederick, on violation of parole after a robbery conviction dating back to 2010. On May 7, Chaney was found guilty of being in violation of his probation, and the warrant for his arrest was issued. According to Maryland Case Search, Chaney has a long criminal history including burglary, robbery, and drug related charges.

   “The good news is that nobody was hurt and it ended peacefully,” said Plazinski. “It was a staff intensive and time-consuming event for somebody that just needed to walk out and turn himself in; it would have saved a lot of trouble.”
