Damascus Man Killed by Howard County Police in Mount Airy

The Frederick County Sheriff’s Office has identified the man that was shot and killed by Howard County Police in Mount Airy yesterday/

Police say the deceased is Cody Ethan Mitchell, 26, of Damascus. The other person, a white female, who was unharmed but remains in custody is Shyann Brandi-Dawn Outen, 28, of Woodbine.

The incident happened mid-day on July 10. According to Frederick County police, members of the Howard County Police Department’s Repeat Offenders Unit were in Frederick County this morning for a multi-jurisdictional investigation into a series of ongoing burglaries.

The officers observed a burglary-in-progress in the 13200 block of Manor Drive South in Mt. Airy and contacted the Frederick County Sheriff’s Office. The Howard County Police Officers were instructed to conduct the traffic stop on the suspect’s vehicle by Sheriff’s Office authorities.

During the initiation of the traffic stop, the suspect vehicle rammed a Howard County Police Vehicle on Penn Shop Road near Route 27 then drove towards officers that were out of their vehicle. Two officers fired striking Mitchell and killing him. No officers were injured in the incident.

The shooting and subsequent investigation closed Ridge Road and Penn Shop Road for much of Monday afternoon and evening.

Shyann Outen was taken to the Frederick County Adult Detention Center Central Booking Facility and charged with 1st Degree Burglary and Theft between $1,000 and $10,000 for the burglary that occurred on July 10 on Manor Drive South. She is being held without bond awaiting a bond review hearing today at 1:00 pm.

The Frederick County Sheriff’s Office continues to investigate this incident. Cody Mitchell’s body has been transported to the Office of the State Medical Examiner’s Office in Baltimore for an autopsy. His family has been notified.

According to Maryland Case Search, Mitchell is formerly of Greensboro, MD, and had been arrested on burglary-related charges four times in Ridgely, MD in Caroline County on Maryland’s Eastern Shore between 2011 and 2013.
