UCAB Sends List of Capital Improvement Priorities to County Executive

The UpCounty Citizen’s Advisory Board has sent a letter to County Executive Ike Leggett outlining the top four capital improvement projects (CIP) which are most important to residents of the UpCounty are in the current CIP period which runs from the fiscal year 2019 to 2024.

The 20-member Upcounty Citizens Advisory Board or UCAB advises the County Executive and County Council on area needs and priorities. The UCAB represents the roughly 300,000 residents in the area of the county that is north of Shady Grove Road and including the communities of Boyds, Clarksburg, Darnestown, Damascus, Derwood, Gaithersburg, Germantown, Goshen, Laytonsville, Dickerson, Barnesville, Beallsville, Montgomery Village, Poolesville, and parts of North Potomac.

The UCAB met last Wednesday, June 28, at the BlackRock Center for Arts to discuss, debate, and create the list of top four capital improvement priorities which was transmitted to the County Executive.

Members selected the following four projects in rank order;

  • The construction of a vocational technical school in the UpCounty.

  • The construction of M-83/Mid-County Highway.

  • The construction of alternatives to M-83, including the Bus Rapid Transit and improvements to state roads including widening Rt. 355 north of Ridge Road.

  • The construction of the new 6th District Police Headquarters on Watkins Mill Road.

Other projects garnering votes, but not making the top four included, a new fire station in Montgomery Village in the general vicinity of Snouffer School Road and Centerway Road; keeping the widening of Goshen Road on the schedule and increasing the number of baseball and soccer fields in the UpCounty area.

Before making the selections, the board heard from Bryan Hunt with the Montgomery County Office of Management and Budget, who outlined the capital budget process and the general needs and challenges facing the County in the current CIP timeframe.

After the overview, representatives from each County department including; Montgomery County Dept. of Transportation, MCPS, Parks and Recreation, and General Service gave brief presentations and answered questions on current capital projects and future needs, specifically in UpCounty areas.

The UCAB’s next scheduled meeting is July 17 at the UpCounty Regional Services Center at 12900 Middlebrook Road in Germantown.
