Board of Ed Appoints New Principal for Clopper Mill ES



At last week’s Board of Education meeting, the Board appointed a new principal at Clopper Mill Elementary School for the 2017-2018 school year.


The Board named current Rachel Carson Elementary School Principal Larry Chep to lead Clopper Mill ES next year.

Chep will replace outgoing Clopper Mill ES principal Dr. Ocheze Joseph, who is married to Dr. Shawn Joseph the former principal at Roberto Clemente Middle School. Dr. Shawn Joseph was took over as Director of Metropolitan Nashville Public Schools in July of 2016.

Chep has served as principal at Rachel Carson ES for over a decade, which is located in the Kentlands community, has an enrollment of about 1,075 students. According to enrollment numbers on the MCPS website, Clopper Mill Elementary is a much smaller school topping out at 488 students. He previously served as the principal of Darnestown Elementary School.


While his new school is less than half the size of Rachel Carson, the smaller school poses some challenges for the new principal, including a more diverse socio-economic population. According to an MCPS data sheet, 68.4 percent of Clopper Mill ES students are receive free and reduced meals (FARMS) from MCPS. Just 20.5 percent of the enrollment at Rachel Carson subscribe to FARMS. Clopper Mill also has a larger percentage of students in ESOL classes, 25. 2 percent, compared to 14.1 percent at Rachel Carson.

However, Chep has proven that he can produce great things from schools in the past. Both Darnestown and Rachel Carson ES were named Blue Ribbon schools under Chep’s leadership.
