Charges Dropped for Germantown Man Accused of Stalking Miss Maryland

Prosecutors have dismissed charges against a Germantown man accused of stalking and harassing Miss Maryland.

According to online court records, all three charges were dropped Tuesday against Valencio Fernandes Pires, 51, of Germantown.

Maryland State Police arrested Pires in August after 19-year-old Hannah Brewer of Manchester filed a report saying she had received frightening and unwanted contact from Pires.

On Oct. 18, the Carroll County State's Attorney's Office dismissed all charges against Pires. “To be clear, this was not a plea deal; this was a case where the State’s Attorney had no evidence or underlying facts to support the charges against Mr. Pires,” said Pires’ attorney, Francis Malofiy in a press release.

Police at the time said a pair of photos showed Pires staring intently at Brewer and that he contacted her via social media and emails, even after being told to stop.

“A great injustice has been visited upon Mr. Pires who did nothing more than send a single fan message to a public figure that was in no way lewd or inappropriate, but simply congratulatory and supportive in nature,” continued the release. “As a result of Ms. Brewer’s false accusations, and as a result of the authorities’ failure to conduct an adequate investigation, Mr. Pires was arrested and denied bail. Due to Miss Maryland’s pageant schedule, Mr. Pires’s court date was delayed while Mr. Pires languished in prison unable to see his family, friends, and children—or work to support himself.”

His attorney said that Pires is “considering all avenues going forward, including filing a complaint for the false statements that were apparently made to the police and a civil suit for false imprisonment/malicious prosecution.”
