Woman Shot to Death in Target Parking Lot


While many local residents were shopping at the Milestone Shopping Center a woman was shot to death in the parking lot outside of the Target store on Monday night.

At approximately 7:33 pm., the Emergency Communications Center received multiple calls for a shooting that had just occurred in the parking lot in front of the Target located at 20908 North Frederick Road in Germantown. Officers responded to the area and located the 24-year-old female victim, who had been shot. She was transported to a local hospital where she succumbed to her injuries. The 27-year-old suspect had fled from the parking lot in a vehicle before police arrived to the scene.


According to MCPD spokesman Capt. Paul Starks said the witnesses in the parking lot gave a description of the vehicle to arriving officers. Witnesses told police the suspect fled in a white, older model, Ford Ranger pickup truck. The description was broadcast to all officers via the police radio. An officer located the suspect vehicle and officers then initiated their cruisers’ emergency lights and sirens. When the suspect failed to stop, a pursuit was initiated.

The suspect led police on a high-speed chase on rural roads in far western Montgomery County, as far west as Dickerson, according to police reports heard over a police scanner. In Dickerson, the suspect began heading south on Rt. 28 with officers in pursuit. Pursuing officers communicated over the radio that the suspect reached speeds of 80- or 90-miles per hour as he sped eastbound on Rt. 28 before crashing.


“It was a pursuit,” said Capt. Starks. ”There was a lot teamwork and thoughtful strategies involved, including number stop strips were deployed but they just didn’t take.”

At approximately 8:12 pm., according to police, in the area of the 15800 block of Darnestown Road, the suspect vehicle was involved in a single-vehicle collision between Black Rock Road and Whites Ferry Road. At that time officers arrested the 27-year-old suspect and he was transported to a local hospital with non-life-threatening injuries that he sustained in the collision. A handgun was recovered at the collision scene.


Major Crimes detectives believe that this shooting is domestic in nature and that the suspect and victim are girlfriend and boyfriend, according to police. “We believed that the man and victim were in a relationship and this was domestic incident,” said Starks. Preliminary information indicates that the suspect and victim had planned to meet in the shopping center to talk.

Police point out that this is an ongoing investigation. Anyone with information about this shooting is asked to call the Department at 301-279-8000 (24 hour line). Callers may remain anonymous.
