Tom Koenig Hired as Director of Animal Services


In mid-April, Montgomery County Police Chief J. Thomas Manger announced the hiring of Thomas Koenig as the new Director of the Montgomery County Police Animal Services Division, beginning April 20. Koenig manages the daily operations of the ASD and the Montgomery County Animal Services and Adoption Center.

“We are fortunate to bring Tom Koenig to Montgomery County,” said Chief Manger. “He brings experience, a great work ethic, and a love of animals.”

Koenig will manage the brand new Montgomery County Animal Services and Adoption Center located in Derwood. The new building, which opened last year, is a new 49,160 square-foot, energy-efficient facility containing public adoption areas, private animal holding and treatment areas, classroom, conference room and office space. The building houses Animal Services functions, such as isolation, quarantine, and holding of feral, ill or seized animals, and also serves as a public adoption center and community education resource for animal care issues. A second outbuilding, containing stalls, stacking coops, and a feed storage area serves as a livestock barn – this area also includes a fenced paddock for outdoor exercise.

In his previous position as the Director of the Loudoun County Department of Animal Services, Koenig managed both the Loudoun County Animal Shelter and Animal Control operations, oversaw a number of large and complex animal-control cases and established public/private partnerships to provide food donations, spay/neuter support, and wellness programs.

Koenig has also taken a leadership role in the Council of Governments National Capital Region efforts in developing emergency response plans and various other programs for animals.

“Mr. Koenig takes over from the very capable retired MCPD Captain Don Johnson,” commented Chief Manger. “Don agreed to serve as interim director and did a great job.”
