Teen Charged with Attempted Murder in Connection with Shooting

March 13, 2015

A Germantown youth has been arrested and charged with attempted murder in connection with a shooting in the 19600 block of Crystal Rock Drive on Monday, March 9.

Montgomery County Police Detectives have arrested Marvin Frazier, 15, of Whitechurch Circle in Germantown. Frazier is a student at Seneca Valley High School and is being charged as an adult.

On Monday, March 9 at approximately 11:14 a.m., according to Capt. Paul Starks of the MCPD, 5th District officers responded to the 19600 block of Crystal Rock Drive in Germantown for the report of a shooting that had just occurred. They were unable to locate a victim or evidence of a shooting but interviewed witnesses who had heard two or three gunshots.

The following day, on Tuesday, March 10, a student at Martin Luther King Middle School on Wisteria Drive in Germantown, was arrested for possessing a knife on school property after two students got into an altercation at dismissal time. The knife was not used in the altrication.

However, circumstances surrounding that arrest provided investigators with information that a 16-year-old male victim had been shot at during the March 9 incident on Crystal Rock Drive, said Starks. Detectives were able to identify both the suspect and the victim and determine that the victim and suspect, Frazier, were known to each other.

Frazier was arrested this morning at his residence.  The firearm has not been recovered, according to Starks.

Marvin Frazier has been charged with one count of attempted 1st degree murder and one count of 1st degree assault.  Bond review has been scheduled for Monday, March 16 at 1:00 p.m., in Rockville District Court.

Monday’s incident prompted Seneca Valley High School to go into Shelter mode for about an hour due to proximity of gunshots near the school. The location of the shooting is the block directly across Middlebrook Road from Seneca Valley High School.

Editor's Note: An earlier version of this story incorrectly identified the arrested party as a middle school student.
