Germantown Man Arrested in Connection with Fatal Accident

Police in Prince William County Virginia charged Richard T. Stewart, 57, of the 13400 block of Winterspoon Lane in Germantown in connection with a fatal collision in December which happened in Dumfries, Va.

Stewart faces charges of failing to yield the right of way, in connection with the collision which killed Justin Casey Felch, 26, of Woodbridge, Va, who died as a result of the injuries he sustained when Stewart’s pick-up truck allegedly crossed paths with the motorcycle operated by Felch. Police said speed, alcohol and drug use are not factors in the collision.

Investigators from the Prince William County Crash Investigation Unit responded to the area of Jefferson Davis Highway and Chesapeake Drive in Dumfries to investigate a crash involving a motorcycle at 2:24 pm on Dec. 2.

Police believe that Stewart’s 2013 Chevorlet Silverado was making a left turn from Chesapeake Drive on the southbound Jefferson Davis Highway when the vehicle crossed paths with a 2010 Yamaha T-Max motorcycle which was traveling northbound on Jefferson Davis Highway. Two individuals were on the motorcycle, Felch and 31-year-old Dumfries man who police did not identify, but suffered serious injuries as a result of the collision. The operator of the motorcycle and a passenger were transported to area hospitals where the operator died as a result of his injuries. Both men were wearing helmets at the time of the crash. Stewart was injured.

Police said Due to the impact, the motorcycle was initially believed to have been a moped but was determined to be a motorcycle during the investigation.

Stewart was released on a court summons and has a March court date.
